The moratoriums prevent the installation of more pawn shops and alcohol licenses in the county.
According to the resolution proposed by the Mayor, 'there appears to be an oversaturation of pawnbrokers in certain parts of the territorial limits of Macon-Bibb County which has contributed to or supported the rise in certain negative elements in the areas neighboring these establishments including violence, poverty, blight and decreased property value.'

The resolution continues on to say there is no meaningful way to license pawn shops, and until the process for licensing has been further reviewed the county should not give more licenses.
It is necessary and in the public interest to delay, for a reasonable period of time, the processing of any applications for such businesses, to ensure that the design, development, and location of the same are consistent with the long-term planning objectives of Macon-Bibb County.
If passed the moratorium would last until the county can complete revisions to the licensing process and regulation of pawn shops or would expire in 180 days if the revision are not complete by then.
The moratorium would be effective immediately and no new pawnbroker or shop could get a license.
The second moratorium up for debate has to do with alcohol licenses, specifically the sell of distilled spirits, or liquor.
According to the ordinance, 'there exists a large concentration of retail establishments selling distilled spirits within the territorial limits of Macon-Bibb County; and whereas, the Macon-Bibb County Commission finds that a proliferation of retail establishment selling distilled spirits has contributed to or supported a rise in certain negative elements in the areas neighboring these establishments including drug activity, gang activity, violence, poverty, blight and decreased property values.'
The ordinance proposes that new county legislation that would govern alcohol licenses be introduced in an effort to reduce the number of alcohol licenses in the county.

The new legislation would change the limitation on the number of licenses in the county.
According to the new legislation, ' no license shall be issues for retail package of distilled spirits unless the number of active retail distilled spirit licenses issued in Macon-Bibb County is less than one license for ever 5,600 people,'
Michael McNeill, the county attorney, explains an added restriction.
There can be no more than three liquor stores per commission district.
The current code states that there can be one liquor store per 2,800 people and six per commission district. That would mean there could be nearly 60 across the county.
According to Mayor Miller, the goal is to bring the number of current stores down to 28.
Current holders of liquor licenses may continue to renew their licenses, so long as there is no change in ownership of the business and all legal conditions are met.

New request for licenses should be given priority based on which was filed first.
According to the legislation, if there are multiple licenses that are valid but reside in the same commission district, priority will be granted based on descending order beginning with the application whose proposed premises is the greater distance from the nearest existing establishment. If passed, the new legislation will become effective on February 22, 2021 and go on until the number of stores in a certain district fell below 3, or the number across the county fell below one per ever 5,600 people.
